Yes, I agree with you. Anyone who wants to get clients in Fiverr needs to give time to develop their skills first and then look for work. Without proper skillset you cannot satisfy your clients with your services....
you cannot ask for a review directly from a buyer. Rather you can ask for their honest feedback about your service and if they are regular on fiverr then they'll understand what you are asking from them
Don't ask them specifically about giving a review on your order. After completing an order you can either mention them in the final delivery message to provide any honest feedback about the service that you've provided and also you can message them in their inbox using some different wordings or paraphrasing sentences and ask for feedbacks about the service. But don't ask for reviews directly.

It's not like making someone work from your profile. you have to manage everything from your profile by yourself and take orders. when you get a queue of orders you can arrange a local team of yours to help you in your works and deliver the works to your clients from your account by yourself.
You can do it either by maintaining proper time in one project or separate work schedules on different projects.
Secondly, you can get a team for yourself so that you can distribute the work among themselves including you, and then get multiple works.
